Discipline policy for 2018-2019 academic year

          Discipline policy is the general requirements of a department presented to the learners during the study of a subject. These requirements are aimed at complete mastering study materials by learners (students, interns, residents, candidates for a master's degree and PhD students) and seminal cooperation of teachers and students.

Student is obliged:

  • •  To master knowledge, skills and competences in full force.
  • •  To accumulate portfolio in electronic format starting from the first course to effort the competences in chosen educational path
  • •  To respectfully and correctly pertain to teachers, employees and learners.
  • •  To know and keep to the code of conduct including the item “Requirements to appearance”
  • •  To observe internal regulations of the University
  • •  To observe preventive fire-fighting regulations
  • •  To be clean and disciplined, act with respect at the university and hospitals, as well as observe silence and order at the lessons, halls and corridors.
  • •  To go out and enter the classroom in fifteen minutes after the start of  the lessons is assumed upon authorization of lecturer only.
  • •  Attendance of practical (laboratory, seminar) lectures is compulsory for absolute assimilation of academic program. Necessarily presenting at professor's or lecturer’s rounds on clinical departments. Attendance to the lectures from the 4th course is free, up to students’ choice. Video-lectures should be posted on the educational portal of the AСS "Sirius", must include questions of lectures in matters of mid-term control and examinations.
  • •  To satisfy department requirements to visiting of solitary work of learners with lecturer.
  • •  To attend lectures, practical, laboratory and seminar lessons in medical uniform
  • •  Have sanitary books on clinical departments with tolerance of HIS
  • •  Handle with care with department property. Commit no nuisance! Don’t write on the tables!
  • •  Forbidden to wear spiked shoes
  • •  To participate fully in the department life (in different events and clubs)
  • •  Take part in the work of theoretical and practical, anatomic-pathological conferences
  • •  Turn off mobile phones while lectures are given
  • •  It is forbidden to use mobile phones, i-Pad and other communicative and informational devices during the examination. Following punishments are prescribed in case of using mobile phones, i-Pad or cheat notes by student as a prompt:
  •        - in oral examination or differentiated test: the answer is cancelled with drawing up an act of removal from examination; repeated selection of examination card is excluded; 0 mark is allotted;
  •        - in case of finding a cheat note in integrated passing of examination in disciplines, the test is ended and 0 mark is allotted. Not started testing in other disciplines will not continue. 
  • •  Filling for appeal in case of using cheat notes, mobile phones, i-Pad and other communicative and informational devices is forbidden.  
  • •  In case of missing classes for a valid reason (being on hospital treatment, uprising of unexpected developments: acts of God, crashes, etc.), monitor or tutor of the group are obliged to put wise department and dean’s office about the incident by all means within 24 hours and provide confirming documents during three days. Confirming documents are: inquiry of student hospital, death certificate of homely, donor certificate, marriage certificate, birth certificate of a child. In the absence of supporting documents the excuse is considered unreasonable. In case of providing false documents, access is not issued and according to internal regulations in relation to learner administrative measures will be taken.
  • •  Foreign students, who arrived late from the country of residence by the beginning of the academic year, classes missed due to the delay in issuing visas and documents are worked off (retaken) as for reasonable ones within two months from the day of return to university.
  • •  If student missed classes for reasonable and unreasonable excuse, he (she) must to obtain access from deanery during 7 days from the date of return.  
  • •  Access list from deanery are kept in study group journals.
  • •  Working classes on departments must be conducted according to the Regulation for conducting working classes in off-hour time (on the theoretical department, the person on duty must present till 18.00). 
  • •  Student is obliged to work off all missed classes for reasonable excuse within 2 months from the date of return.
  • •  If a student misses classes without valid excuse, he (she) must make up missed assignments on a paid basis within 2 weeks from the date of return.
  • •  In case of missing the lectures apart the reasons student must have the summary of lecture material, show it to the lector and work it off. Lectures are worked off free of charge, according to the schedule of the department with compulsory registration in the retakes journal and providing information about worked off lectures to the dean’s office.  Dean’s office access for work off of lectures is not required. This applies to students from 1 to 3 courses.
  • •  If there are two or more lectures which are not made up, then student cannot be attested and discipline RAM is not allotted in the student’s grade book and he (she) is not allowed to attend exam on the subject. This applies to students from 1 to 3 courses.
  • •  Miss of lectures related to passing military department is worked off on personal schedule.  
  • •  Access and photocopy of confirming document is provided to department. Student may to work off 2 classes at one time if they were missed for reasonable excuse.   
  • •  If the missed lesson was worked off, the "absence" in the paper journal is circled and the score received is entered in the paper and electronic journal. Applications for the entering score in the electronic journal must be carried out within 24 hours after working off. The working offs of classes are stopped before 3 days of beginning of a session.
  • •  If student misses final control for reasonable excuse and doesn’t work it off during stated period, then instead of “absence” in journal he gets “0” and his rating is decreased. Final control missed unreasonably can’t be worked off.
  • •  If there are two or more classes which are not worked off at a stated time, then student is not attested.
  • •  Head of department is responsible for timely admission of attestation data.
  • •  Current monitoring of students' progress is carried out for each topic of the academic discipline.
  • •  The teacher is obliged to disclose the marks every day and allot them in the electronic gradebook  
  • •  Teaching subject by one teacher is not allowed. The head teacher is obliged to rotate the teachers, taking into account the rates involved.
  • •  At the last lesson, the assessment (RAM) for the discipline is calculated. Lead teacher puts RAM in the grades book.
  • •  Unsatisfactory assessments received at current lessons and mid-term control can’t be worked off. If there are unsatisfactory grades, the student gets a low RAM, which in turn affects the access to the exams.
  • •  The student who missed 50% or more of the total number of hours of auditory classes (lectures, practical) for no reason is not allowed to intermediate attestation (exam / differential assessment) in the discipline and must pass a summer (paid) semester.
  • •  During passing summer (paid) semester, a student who has misses of classes for a valid reason (due to a state of health), as well as a misses with unreasonable excuse and who has not passed the examination in discipline, but who has got a proper GPA, is transferred from the course to a course with academic debt. Term of liquidation of academic debts is one academic period.
  • •  The department should determine the method of assessing each practical skill (OSCE, OSPE, mini-clinical exam, exam at bedside of patient, etc.). Assessment for practical skills can be as a mark for a mid-term control, or examination mark (intermediate certification). Examination assessment can consist of assessments that students will receive during the studying period of the discipline; in this case, the department is required to prescribe a list of practical skills to be passed for the exam, indicating the period of passing of each skill, the method of its assessment, its proportion in total mark. The resulting final mark for practical skills is exposed during the session in the examination sheet.
  • •  RAM is allotted in the grades book at the right side. The marks of differential test and study practice have an effect on scholarship.
  • •  In case of successful completion of the curriculum for all disciplines of the semester, passing all assessments and getting RAM, students are permitted to an intermediate and final attestation. The permission to attend the examination session is issued by the decree of the dean in 3 days prior to the session, and in the student's grades book the stamp "admitted to the session" must be put, without which the student has no right to go to the exam.
  • •  After the end of the semester, one working day is allocated to obtain admission to the examination session in the grades book.
  • •  Final mark is counted if student has rating access and positive mark by resulting control (exam/dif.asses.).  Positive mark includes the marks from 50% to 100% and negative from 0% to 49%.
  • •  If student gets “F” mark by one discipline of integration or allied disciplines, it means that in summer (paid) semester student must pass only discipline by which he has “F” mark.    Final mark by discipline is allotted after the passing paid semester.  
  • •  If the exam consists of two or more stages, and the student receives "0" in one of the stages, this is not an obstacle for attending of the student to the next stage of the exam. The score for the exam is calculated in accordance with the specific gravity of each stage. It is necessary to expose the marks received at any stage in fact and this score is placed in the form of exam control. If the examination score is 19.8 points, i.e. 40%, the final score is calculated.
  • •  If the exam consists of  3 stages, then the percentage of the test exam is  10%, practical skills 20%, verbal response – 10%. If the exam consists of verbal response and practical skill only – 20 % for each constituent.
  • •  The repeating an examination of a positive assessment on intermediate certification for the purpose of its increase isn't allowed.
  •  •  Application for an appeal is held after the exam no later than the next day before 12.00 hours on the initiative of the student in the following cases:
  •        - unclear or incorrect wording of the question;
  •        - there is no right answer;
  •        - there are several correct answers;
  •        - the questions go beyond the curriculum described in the study program of the discipline.
  •        - technical errors (duplication of multiple answers and other errors committed during the download of tests, server failure).
  • •  The student, who has an "unsatisfactory" rating and received a negative decision from the appellate commission on the basis of the results of the interim assessment, re-learns the discipline on a paid basis in the summer (paid) semester..
  • •  In case of missing exam for a valid reason (being on hospital treatment, uprising of unexpected developments: acts of God, crashes, etc.), monitor or tutor of the group are obliged to put wise department and dean’s office about the incident by all means (phone and others) within 24 hours and provide confirming documents during three days. Confirming documents are: inquiry of student hospital (which is number is the same with the number in the registration journal of hospital). In such cases, the student, by the Dean’s order, gets individual schedule of passing an examination session.
  • •  Transfer of student from one course to another is carried out on the basis of a GPA of progress of the student
  • •  If the learner doesn’t gather a lowest passing score GPA, he takes classes repeatedly with privation of educational grant or deducts on his own wish.
  • •  The students, who carried out course program in full force but didn’t gather passing score, in order to increase his GPA, are permitted to restudy the discipline on a paid basis (apart from discipline “Modern History of Kazakhstan”, which demands passing state exam) and repeatedly pass the examination. Repeatedly received assessment has no effects on assignment of scholarship.
  • •  By returning (after leave of absence) or transferring from one specialty to another, student is obliged to complete total course of study and to pass examination.  
  • •  If a student receives an "unsatisfactory" assessment on the state examination in the discipline "Modern History of Kazakhstan", he is re-recorded on a paid basis for this discipline, re-visits all types of studies in the next academic period or summer semester, meets the requirements of the current control, receives access list and retakes the state examination (paragraph 85 of the Order of the Minister of Education and Science of the Republic of Kazakhstan from March 18, 2008 No. 125).
  • •  The reassessment of a positive assessment of the state examination on the discipline "Modern History of Kazakhstan" in order to increase it, is not allowed (paragraph 85 of the Order of the Minister of Education and Science of the Republic of Kazakhstan from March 18, 2008 No. 125).
  • •  Passing the summer semester (except for graduate course) of at least 6 weeks is allowed to meet the needs for additional education, the elimination of academic debt or the difference in curricula, in order to study the academic disciplines and to master credits by students in other universities with mandatory reassessment in their university, also for increasing the GPA and mastering of related specialties within the framework of two-diploma education.
  • •  The elimination of academic debts or differences in curricula and additional studying are carried out on a paid basis.
  • •  The student of the final year who has not fulfilled the requirements of the studying and individual curriculum and working curriculum remains on a repeat course without passing of a summer semester (clause 99 of the MES RK Order of March 16, 2011 No. 94).
