Yerlan Abeukhanovich Ospanov

Head of the Department of Neurology, Ophthalmology and Otorhinolaryngology, PhD

Ospanov Yerlan Abeukhanovich, born in 1987, in 2011 graduated the Medical Faculty of Semey State Medical University, in 2012 he completed internship in the specialty “Therapy”, in 2014 – residency in the specialty “Oncology, including children” of Semey State Medical University, from 2015 to 2018 studied at the PhD doctoral program in the specialty “Medicine” at the Department of Oncology and Visual Diagnostics. In 2020, he successfully defended his thesis for the degree of Doctor of Philosophy (PhD) on the topic “Improving methods for diagnosis prostate cancer based on the study of its epidemiological and immunohistochemical features.” In 2020, she was awarded Doctor of Philosophy (PhD) degree in Medicine. In 2016, he underwent retraining in the specialty: Otorhinolaryngology (adult, pediatric) at the Semey State Medical University, in 2022 he received a certificate of a specialist in the specialty “Otorhinolaryngology (audiology) (adult, children)”. In 2019, he completed advanced training in the specialty of otorhinolaryngology in the cycle “Endoscopy in the diagnosis of diseases of the nose, SNP and pharynx, including childhood” at NJSC “Astana Medical University”. In 2014, he worked as the general practitioner in the medical unit of the OV Institution, an otolaryngologist at polyclinics No. 4.5 part-time, an assistant at the Department of Oncology and Imaging Diagnostics, the Department of Neurology, Ophthalmology and Otorhinolaryngology.

From 2021 until 2022, he worked as the head of the hospital at Clinic iv plus LLP and part-time as an otolaryngologist.

Since 2022 – Head of the Department of Neurology, Ophthalmology and Otorhinolaryngology.

He has certificates and certificates for passing the FPD in educational, methodological and scientific activities. He is the author of more than 30 publications, Certificate of state registration of rights to the object of copyright “Assessment of the outcomes of prostate cancer in residents of the East Kazakhstan region of the Republic of Kazakhstan”, Patent No. 32524 for the invention “Method of treating polypous ethmoiditis”.

Neurology

The Department of neurology by the decision of the Scientific Council of the Semipalatinsk medical Institute was established in 1958. the First head was Igor Dmitriev – the author of many scientific works, the main focus of which was the study of reflex mechanisms of thermoregulation in disorders of cerebral circulation. In addition to the head of the staff of the Department consisted of only one assistant – Belyakov, M. I. At this time the Department was based at the regional hospital (formerly visionstar), with over 40 beds Department. There were lectures for students, practical classes and scientific work.

In 1963, the Department was headed by Gennady Vysotsky. The result of years of scientific work by G. J. Vysotsky was the doctoral thesis “Autonomic-trophic changes of the skin with damage to the nervous system at different levels”, and the publication of the monograph “Systemic and localized scleroderma”.

At the same time, together with G. Ya. Vysotsky at the Department worked brilliant clinicians,neurologists associate professors Kipervas Izyaslav Petrovich and Ravinskaya Antonina Ferdinandovna, who left a good memory of students and gratitude of numeric patients. The work I. P. Kipervas “Neurovascular syndromes of the shoulder girdle and hands” and “Neurovascular syndromes of osteochondrosis of the spine” refer scientists the entire scientific world. Then for 1.5 years (1978-1980) the Department was headed by the participant of the great Patriotic war Professor Zagorovsky Evgeny Petrovich, who described the pathogenesis, treatment and prevention of viscero-reflex diseases of the nervous system. In 1980 the Department of nervous diseases and neurosurgery was headed by doctor of medical Sciences Professor Corinne mark Mikhailovich.

M. M. Korin made an invaluable contribution to the world neurological science, published in 1971 scientific work “Clinical and experimental study of the pathogenesis of multiple sclerosis. Under the leadership of M. M. Korin, an employee of the Department Nurzhanov M. K. conducted a clinical and epidemiological study of multiple sclerosis in Eastern Kazakhstan. The results of the study made it possible to significantly improve the efficiency of diagnosis and rehabilitation of patients with multiple sclerosis. Under his leadership, associate Professor T. N. Khaibullin. developed crystallographic method liquorodynamic vascular and inflammatory diseases of the nervous system. The work is issued in the form of a dissertation for the degree of candidate of medical Sciences, includes 3 copyright certificates for the invention. From 1992 to 1994, the head of the Department is a doctor of medical Sciences, Professor G. Bryzhakhin.

G. Bryzhakhin’s research is devoted to the study of the effect of radiation sickness on cerebral hemodynamics, pathology of the autonomic and peripheral nervous system. Under his leadership, an employee of the Department Lobko V. S. defended his thesis on clinical and physiological characteristics of lumbalgic syndromes in patients with chronic brucellosis and lumbar osteochondrosis.
Associate Professor Lev A. Ivanov, who headed the Department after G. G. Bryzhakhin (1998), made an invaluable contribution to the organization and formation of neurosurgical service in East Kazakhstan. He and co-authors developed and introduced a method of surgical treatment of spinal nerve syndrome.

From 1994 to 2018. the Department of neurology and neurosurgery was headed by associate Professor Khaibullin Talgat Nurmukhanovich, who in 2007. he defended his doctoral thesis on “Clinical, epidemiological and ethnic characteristics of the main risk factors and somatic pathology in cerebral stroke among the population of East Kazakhstan”. In 2018godu July 26 Khaibullin T. N. awarded the title of Professor Of Semey state medical University.

Associate Professor Tatyana V. Kaymak Tatyana headed the Department of Neurology and Neurophysiology in 2018. She defended her thesis for the degree of candidate of medical sciences on the topic “The influence of thymus peptide fractions on the state of neuromuscular transmission and the course of myasthenia gravis.” in 1990.

The name of the department has changed since 2019 – The Department of Neurology, Ophthalmology and Otorhinolaryngology. Professor Doctor of Medical Sciences Yu. M. Semenova headed the department from 2019-2022.

Doctor of PhD – Ye. A. Ospanov has been heading the Department of Neurology, Ophthalmology and Otorhinolaryngology since September 2022.

The following staff works at the department:

Neurology

7 assistants and 1 laboratory assistant. Classes are conducted in 3 languages – Kazakh, Russian  and English  in bachelor’s degree at the faculties of 5 and 3 courses “General Medicine”, “Dentistry”, in internship in the specialties “General Medical Practice”, “Pediatrics” and residency in the specialty “Neurology, including children’s”. Educational work is constantly carried out at the department among students on topical issues of youth, political information, debates, meetings with specialists from various branches of medicine and psychology are regularly held to improve the level of culture and solve problems that arise among students. All assistants of the department are constantly working to improve the quality of education.

The main scientific directions of the department are the development of new methods of diagnosis, treatment and rehabilitation of patients with cerebrovascular pathology, multiple sclerosis, as well as the study of diseases of the peripheral nervous system, neurodegenerative and neuromuscular diseases.

Talgat Nurmukhanovich Khaibullin

Doctor of Medical Sciences, Professor

Currently he is Professor of the Neurology, Ophthalmology and Otorhinolaryngology Department. He is actively engaged in clinical and scientific activities, supervisor and consultant of scientific works of master`s and doctoral students.

Не graduated from the medical faculty of the Semipalatinsk State Medical Institute in 1978. He, after completing a one-year internship on the basis of the neurological department of the Pavlodar regional hospital and 3 years of practical work as a neuropathologist in the city hospital of Ermak of the Pavlodar region, in 1982-84 was trained in residency at the Department of Nervous Diseases of the Semipalatinsk State Medical Institute. After graduating from residency and to the present, for more than 20 years, his working life is connected with the Semipalatinsk State Medical Institute, the Academy, and now the University. From 1984 to 1994 he worked as an assistant, and since 1994 he has been worked as Associate Professor of the Department of Nervous Diseases and Neurosurgery with a course of medical genetics of the SSMI. Since 1994 to 2018 he has been a Head of the Neurology Department. In 2007 he defended his doctoral dissertation on the topic “Clinical, epidemiological and ethnic features of the main risk factors and somatic pathology in cerebral stroke among the population of East Kazakhstan.” He is the author of over 220 scientific publications.

Rinat Muratovich Bikbaev

Head teacher, Assistant of the Department of Neurology, Ophthalmology and Otorhinolaryngology

Head teacher. Since the implementation of the new integrated program in general medicine, he has being responsible for the committee “Nervous system and sensory organs in the clinic”. He conducts nerve conduction study for diagnostic, educational and research purposes.

He graduated from the pediatric faculty of the Semipalatinsk State Medical Academy in 2003 with a degree in Pediatrics. For the period from September 2003 to June 2004 he completed a one-year internship at the SSMA as a pediatric neuropathologist. Since September 1, 2004, he has been working at the Department of Neurology of the Semey State Medical University as an assistant. He has been being doctor-neurologist of the highest category since 2015. In 2019-2020, he has headed the department for quality control of medical education in this University. Since 2008 he has being the head of teaching activity of the department. At various times he was a member of educational programs committees, led the 5th year educational programs committee in general medicine. For 2 years he was the coordinator of the 5th year of this specialty. His scientific and clinical interests are related to the study of clinical and electrophysiological manifestations of diseases of the peripheral nervous system. He is co-author of more than 50 scientific publications.

Tanat Duysenuly Merzhakupov

Head of the ENT course of the Department of Neurology, Ophthalmology and Otorhinolaryngology

From 2020 to the present, he has been the head of the ENT course of the Department of Neurology, Ophthalmology and Otorhinolaryngology.

Since March 2020, she has been a part-time ENT department of an adult hospital, as well as a duty officer.

In 2016 graduated from the Semey State Medical University with a degree in Surgery.

In 2016, he entered the residency at JSC MUA for the specialty “Otorhinolaryngology, including children’s”. Since 2018, he has been a lecturer at the Department of Simulation Technologies. In 2019, he became the head teacher of the Department of Topographic Anatomy. From 2020 to the present, he has been the head of the ENT course of the Department of Neurology, Ophthalmology and Otorhinolaryngology. Since March 2020, she has been a part-time ENT department of an adult hospital, as well as a duty officer.

Natalya Kulabukhova

Candidate of Medical Sciences, аssistant of the Department of Neurology, Ophthalmology and Otorhinolaryngology

Сonducts teaching activities in English language for 5th and 3rd year students of the General Medical Faculty. Аdvises patients of the gastroenterology department of the Semey Medical University Hospital as a neuropathologist.

Graduated from the Semipalatinsk State Medical Academy in 2005 with a degree in General Medicine. N.S. Kulabukhova passed an internship in the specialty “Neurology” on the basis of the neurological department of the regional hospital in Semey from 2005 to 2006. From 2006 to 2012 she worked as a junior researcher at the Research Institute of Radiation Medicine and Ecology. She defended her thesis for the degree of candidate of medical sciences on the topic: “Hygienic problems of the formation of homeostatic disorders in the population of the East Kazakhstan region under radiation exposure, and their correction” in the specialty 14.00.07 – hygiene at the Kazakh Academy of Nutrition in Almaty in November 2008. She worked as a senior teacher at the Department of Nutrition and Hygiene Disciplines of Semey State Medical University from 2012 to 2018. N.S. Kulabukhova headed the department of General Hygiene and Epidemiology at Semey Medical University since 2018-2019. Daria Rishatovna Kunafina

Assistant of the Department of Neurology, Ophthalmology and Otorhinolaryngology

D. R. Kunafina conducts teaching activities in Russian language for 5th and 3rd year students of the General Medical Faculty.

Daria R. Kunafina entered the Semipalatinsk State Medical Academy in 2007 at the Faculty of General Medicine. She graduated with a Bachelor of Medicine degree in 2012. Further, she passed a two-year internship in the specialty “Therapy” on the basis of the Semey Emergency Hospital in Semey in 2014. The qualification of “doctor-therapist” was awarded. She studied at the residency in the specialty “Neuropathology, including children’s” on the basis of the Medical Center of the Semey State Medical University and the Emergency Hospital from 2014 to 2016. She has been working as an assistant at the Department of Neurology and Neurophysiology (currently the Department of Neurology, Ophthalmology and Otorhinolaryngology) since 2016. D. R. Assistant of the Department of Neurology, Ophthalmology and Otorhinolaryngology

Sh. B. Akhmetkalieva conducts teaching activities in Kazakh, Russian and English for 5th and 3rd year students of the General Medical Faculty. Sh. B. Akhmetkalieva is responsible for methodological work in the Kazakh language.

She graduated from the Faculty of General Medicine of Semey State Medical University in 2014. Sh. B. Akhmetkalieva completed an internship at the Pavlodar branch of Semey State Medical University in the specialty “Therapy” from 2014 to 2016. She completed a residency in Neuropathology, including Children’s, in 2018. Elena Viktorovna Kirillova

Assistant of the Department of Neurology, Ophthalmology and Otorhinolaryngology

She is one of those responsible for educational and methodological work in Russian and English, head of the committee “Pathology of the nervous system and sensory organs” in General Medicine.

In 2011 she graduated with honors from the Faculty of General Medicine of the Semey State Medical University. From 2011 to 2012, she completed an internship at the Semey State Medical University with a degree in General Medical Practice. In the period of 2012-2013 she worked as a doctor of a ambulance team in Ust-Kamenogorsk and Semey cities. In 2013, she got primary retraining in the specialty “Neuropathology” in Semey State Medical University. In February 2014, she was accepted as an assistant at the Neurology department. In 2017 she got master degree in the specialty “Medicine”, defended her Master’s thesis on the topic “Clinical and epidemiological features of multiple sclerosis in the region of the city of Semey.” Her scientific and clinical interests are related to demyelinating diseases of the central nervous system.

Aigerim Abylaykhanovna Biniyazova

Assistant of the Department of Neurology, Ophthalmology and Otorhinolaryngology

She is responsible for the research work of students at the department. Her scientific and clinical interests are related to the therapy of stroke, cerebral edema, rehabilitation of post-stroke patients.

She graduated from the Faculty of General Medicine of Semey Medical University in 2018. For the period from 2018 to 2020 she completed a two-year internship as a physician-therapist in Semey Medical University . During the internship, she got an overseas traineeship at Bashkent University, Ankara, Turkey. She graduated in 2022 residency in the specialty “Neurology, including children’s”. Since September 1, 2022, she has been working as an assistant at the Neurology, Ophthalmology and Otorhinolaryngology Department of the Semey Medical University.
